*** When using a US sponsor and applying for a change of status, US immigration will also require the sponsor to show their most recent tax return. If you have a US sponsor who is unwilling or unable to provide their tax return, you must seek an alternative sponsor.

Applying for a change of status to F-1 is a two-step process. You will first apply to the school, after which the school will grant you permission to apply for the change of status with US immigration.  You cannot apply for the change of status before applying to the school.

The documents listed above are simply for the first step of this process, applying to the school.  When applying with US immigration for the change of status, understand that the list of required documents will be much more extensive.
